(EU) 2015/340 is the Commission regulation that sets the requirements for controller licensing and for training organisations. In Finland the competent authority is Traficom, which certifies the organisation, approves its training plans and issues the licences.

Every student who starts gets the practice they need to succeed. The record shows where that practice is needed.
When a student fails an exercise, the record says which one and how often. The student runs it again, as many times as it takes, and an instructor steps in when the record says support is needed. When many students miss the same exercise, the exercise itself goes back for review.
